Lou Ann attended The University of Central Arkansas where she obtained a BSE in Early Childhood, Elementary, and Special Education and a MSE degree in Special Education. She is also a Certified Teacher of the Visually Impaired. Her work experience includes teaching 5th grade and working as a Special Ed. Resource teacher at the Arkansas School for the Blind. In San Antonio, Lou Ann taught in the Northeast ISD as a teacher in the Pre-School Program for Children with Disabilities Visually Impaired Department.

Over the years Lou Ann has held several board and officer positions. The organizations include The Officers’ Spouses Clubs at Lackland Air Force Base, TX and Fairchild Air Force Base, WA, San Antonio Independent Living Services, American Association of Blind Teachers, Alamo Council of the Blind, as well as another guide dog school. She has volunteered in schools in the U.S. and Japan, with the American Red Cross, Boy Scouts, and Girl Scouts. Lou Ann currently holds the office of President for Alamo Postal Lions Club, Treasurer for Guide Dog Users of Texas, and serves on the Board of The American Council of the Blind of Texas and serves on the Education Action Committee for Blind Students for the state of Texas. 

Lou Ann is married to Thomas E “Gene” Williams, USAF, Retired. They have three grown children and four grandchildren.
